Punishment was severe back in the 1800's. This article from The Portsmouth Telegraph on January 17th, 1801 lists persons tried, their charges, and sentances. The following were transported for seven years; William Wright, for stealing a metal watch, John Mags, for stealing three sheets, John Kelly, for stealing a red cloak, Robert Farlow for stealing five iron bolts, and James Chapman for stealing a silver watch.
At the same session Ann Rollins, and Frances Smith were both imprisoned for three months and privately whipped, the former for stealing a flannel petticoat, and the latter for stealing two silver spoons.
